Carroll County General Hospital fills two leadership positions for Information Systems

Carroll County General Hospital recently named Harold Moore as the new assistant vice president of Information Systems and appointed Kim Moreau as director of applications.
Moore will oversee the Information Systems and Telecommunications departments, as well as the development and implementation of the hospital’s long-term information technology plan. A major goal of this plan is the move to an electronic medical records system. In addition, Moore serves as Carroll County General’s Chief Information and Privacy Officer, assuming responsibility for the hospital’s compliance with federal regulations of the Health Insurance Portability and Accountability Act (HIPAA).
Moore joins Carroll County General Hospital from Carolinas Healthcare System in Charlotte, N.C., where he was responsible for all ancillary applications for more than four years.
He received a bachelor and master’s degree in computer science from Stevens Institute of Technology in New Jersey, and Columbia University in New York, respectively. Moore also earned an M.B.A. in Finance from Montclair State University in New Jersey.
As director of applications, Moreau will oversee the implementation and production activities for all computer-based applications. She also is responsible for management of the systems analyst staff, as well as working with key users of the system throughout the hospital.
Moreau has held a number of positions in Information Systems in her 14 years at Carroll County General Hospital. Most recently, she was system applications manager for all clinical and financial applications. She also was clinical systems manager in 1994 and data center manager/clinical analyst in 1991.
She holds a bachelor’s degree in computer information systems from the College of Notre Dame in Maryland.
